Post: MOJ Unveils New Legal Digital Platforms to Enhance Qatar’s Digital Infrastructure

Doha:The Ministry of Justice has launched a new website for the Official Gazette and the Al Meezan Legal Portal, aiming to create an integrated national digital platform for legal information as part of Qatar National Vision 2030.

According to Qatar News Agency, the launch event was attended by Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi. The minister emphasized that the initiative aligns with the directives of Prime Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani to leverage digital transformation for improved government efficiency and public services.

The project not only introduces new digital tools but also represents a strategic move towards a unified infrastructure for legal information. It is designed to support Qatar's digital transformation by offering accessible and transparent government services, thus fostering a more competitive legal environment.

Minister Al Mohannadi highlighted that the project, which exceeds the mere development of publication and legal research tools, aligns with global trends in government digital transformation. The focus is on providing reliable, user-friendly digital services, optimizing access to government information, and enhancing institutional integration.

Furthermore, the initiative supports the objectives of Qatar’s Third National Development Strategy by enhancing institutional efficiency, accelerating digital transformation, and improving the business environment. It also aims to integrate legal information into the country's unified digital environment, offering a comprehensive system for accessing national legislation and data.

The new digital platforms mark a significant shift in legal publishing and the dissemination of Qatari legal content. They incorporate AI-powered technologies to ensure accuracy and reliability while maintaining the authoritative legal text as the primary reference. Ministerial Decision No. 129 of 2026 regulates electronic publication to authenticate published texts, with the electronic edition of the Official Gazette issued as an official text under Law No. 12 of 2016.

The Al Meezan Legal Portal compiles legislation, judicial rulings, legal opinions, and agreements in an encyclopedic format, facilitating seamless navigation between legal texts and their practical applications. It contains over 9,659 legislative instruments, 3,758 judicial rulings, and 709 agreements and is accessible in both Arabic and English, accommodating users with disabilities.

Additionally, the portal promotes public participation in legislative development by enabling proposals on draft legislative instruments and comments on existing legislation. This engagement enhances interaction between government institutions and the public.

For the business community, the system enhances legal certainty and transparency, streamlining operations and reducing the time and effort needed to access relevant legislation. This improvement is expected to bolster investor confidence in Qatar's regulatory environment, enhancing its appeal as a high-quality investment destination.

The project is a result of collaboration between the Ministry of Justice, Supreme Judiciary Council, Ministry of Communications and Information Technology, National Planning Council, Civil Service and Government Development Bureau, and General Secretariat of the Council of Ministers, in conjunction with MOJ's strategic partners.
