Post: Qatar Receives Global Recognition for Efforts in Combating Illegal Ivory Trade

Doha:The State of Qatar has achieved international recognition for its significant efforts in fighting illegal ivory trade. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) Standing Committee has decided to conclude Qatar's participation in the National Ivory Action Plan (NIAP) process after the country fulfilled 93 percent of the measures outlined in its national plan.

According to Qatar News Agency, Dr. Ibrahim Abdul Latif Al Maslamani, Assistant Undersecretary for Protection and Natural Reserves Affairs at the Ministry of Environment and Climate Change (MECC), explained that this decision followed a favorable assessment by the CITES Secretariat. This assessment recommended ending Qatar's involvement in the process due to its substantial progress.

The assessment highlighted a decline of over 99 percent in illegal ivory quantities linked to shipments transiting through Qatar, compared to the situation before the national plan's implementation in 2018. This indicates a significant improvement in mitigating the exploitation of international transit routes for illegal ivory trade.

Dr. Al Maslamani emphasized that the success is attributed to a comprehensive set of measures, including 15 priority actions such as enhancing monitoring procedures, strengthening inspection and law enforcement, and improving information exchange. He stressed that the decline is an incentive to further develop and enhance these measures rather than relax oversight.

He further noted that combating illegal ivory trade requires integrating the roles of various national entities, combining environmental expertise with customs, security, and border procedures. This integrated approach aims to ensure coordinated efforts towards a common goal.

Dr. Al Maslamani also highlighted that enforcement at border crossings involves monitoring, inspecting, and verifying documents and permits in accordance with the Convention's provisions. The Wildlife Development Department plays a role in approving permits for endangered wildlife and detecting violations.

Looking ahead, MECC plans to build on these achievements by developing national capabilities, maintaining coordination, and aligning oversight measures with the latest developments. Continuous institutional coordination and updated procedures are deemed essential for sustaining progress.

Dr. Al Maslamani stressed that the completion of the national plan represents a transition to ongoing work within a sustainable framework, as Qatar continues to meet its CITES obligations and collaborate with international partners to protect endangered species.

He also pointed out that Qatar's efforts extend beyond ivory trade, encompassing the regulation of international trade in endangered wildlife species and ensuring compliance with permit regulations to prevent illegal trade.

The Ministry is also facilitating access to CITES permits through online services and has established a specialized office at Souq Waqif Falcon Hospital for issuing import and export permits.

Dr. Al Maslamani acknowledged the challenges faced, including the need for coordination among multiple entities and the development of technical capabilities. He emphasized the importance of training, awareness, and expertise exchange in addressing these challenges.

The recognition from the CITES Standing Committee reflects Qatar's commitment to wildlife protection as a shared responsibility. Dr. Al Maslamani emphasized that international cooperation and partnerships are crucial for achieving sustainable results, in line with Qatar National Vision 2030's environmental goals.

In conclusion, Dr. Al Maslamani expressed pride in this national achievement and gratitude to all involved entities and work teams. He urged community members and travelers to verify the legality of wildlife products and obtain necessary permits to strengthen wildlife protection through commitment and awareness.
