Shura Council Commends HH the Amir’s African Visit and Reviews Draft State Budget for 2026

Doha: The Shura Council convened Monday at its headquarters and applauded the visit of HH the Amir Sheikh Tamim bin Hamad Al-Thani to Rwanda, the Democratic Republic of the Congo, and South Africa, as well as his participation in the G20 Summit 2025 in Johannesburg.

According to Qatar News Agency, the council emphasized that the visit highlighted Qatar's increasing role in promoting stability and enhancing dialogue across Africa. The discussions led by His Highness, alongside the progress made in the Doha Framework for the Peace Agreement between the Government of the Democratic Republic of the Congo and the Congo River Alliance / March 23 Movement (M23), and the Declaration of Principles signed in Doha last July, showcase Doha's position as a credible entity contributing to easing tensions and establishing security amidst growing regional and global challenges.

In this context, the council welcomed the outcomes of the visit, including the signing of memoranda of understanding in various fields, the announcement of new investment partnerships, and global recognition of Qatar's supportive role in the peace process between the DRC government and M23. The council noted that the productive talks during the visit strengthen the Qatar-Africa relationship, reinforcing cooperation on development and stability, and solidifying Qatar's role as an effective partner for peace.

Following this, HE Secretary-General of the Council Nayef bin Mohammed Al Mahmoud presented the agenda, with the council approving the minutes of the previous session. The council then discussed the draft state budget for the fiscal year 2026, attended by HE Minister of Finance Ali bin Ahmed Al Kuwari and senior officials from the Ministry. HE the Minister provided a comprehensive briefing outlining the new budget's framework, emphasizing spending efficiency, continuing support for vital sectors, and enhancing financial sustainability, while maintaining commitments in health, education, and infrastructure.

The Minister addressed questions from the council about budget items and directions. The council praised the Ministry of Finance's efforts in preparing the draft budget and the clear vision presented by HE the Minister. They appreciated the balance between development needs and prudent financial management shown in the presentation. The council expressed gratitude to HE the Minister and his team for their thorough briefing, reflecting a methodical approach based on clarity and systematic planning.

The draft budget reflects the sound guidance of HH the Amir Sheikh Tamim bin Hamad Al-Thani, highlighting the importance of a stable economic environment and the provision of necessary resources to support key sectors vital for achieving Qatar National Vision 2030. The council members praised the directives toward improving public services, expanding strategic investments, and advancing development projects that enhance life quality.

Members also acknowledged the achievements under HH the Amir's leadership and stressed the need to continue this path to fulfill citizens' aspirations and elevate Qatar's status regionally and globally. They emphasized economic diversification by supporting non-oil sectors and investing in knowledge and technology as crucial for economic sustainability and reducing reliance on traditional resources.

Additionally, the members highlighted the need to enhance government spending efficiency and prioritize national projects that contribute to sustainable development. They concluded by commending the minister's transparent presentation, confirming the government's commitment to collaborating with the council on financial matters, thereby fostering joint national efforts and serving the public interest.
