New York:The State of Qatar has emphasized the importance of national ownership and inclusive institutions in international peacebuilding efforts, stating that sustainable peace relies on accountable, resilient, and representative institutions.
According to Qatar News Agency, HE Minister of State at the Ministry of Foreign Affairs Mohammed bin Abdulaziz Al Khulaifi made these remarks at a UN Peacebuilding Commission ministerial meeting held alongside the 81st session of the UN General Assembly.
Al Khulaifi highlighted the need for women, young people, civil society, and marginalized communities to participate in decisions impacting peace, recovery, and development. He stressed that international assistance should align with national priorities and bolster state institutions rather than supplant them, advocating for enhanced coordination among the UN system, international financial institutions, and regional organizations.
Qatar's peacebuilding initiatives, guided by its National Vision 2030 and the Third National Development Strategy for 2024-2030, focus on social cohesion and women's participation. Al Khulaifi cited Qatar's mediation efforts and its foreign policy's emphasis on preventive diplomacy and peaceful dispute resolution, referencing the Doha Framework for Peace between the Democratic Republic of the Congo government and the Congo River Alliance (M23) as a recent example.
Al Khulaifi mentioned Qatar's provision of over $7 billion in humanitarian and development assistance to more than 100 countries, especially those affected by conflict. Addressing Gulf region issues, he asserted that freedom of navigation through the Strait of Hormuz is crucial, calling for a restoration of navigation in line with international law and UN Security Council Resolution 2817 (2026). He advocated for future arrangements concerning the strait to be based on regional consensus and adherence to international law.
He also underscored the necessity for predictable and sustainable financing for national institutions, including contributions to the UN Peacebuilding Fund, to which Qatar has donated $1 million since its inception, including for the 2023 and 2024 budgets. Al Khulaifi reaffirmed Qatar's commitment to collaborating with international partners to support nationally owned peacebuilding efforts, strengthen inclusive state institutions, and promote sustainable peace.
